Asset and School Organisation Officer (PFI and Contract Monitoring)

Grade: 3C, £36,648 - £39,186

 Working hours: 36 hours per week

 Contract type: Permanent

Location: Salford Civic Centre, and school site locations along with hybrid working.

We are looking to expand our small but skilled team and are seeking enthusiastic and committed individuals to join the School Organisation and Assets team to support the monitoring of our PFI (Private Finance Initiative) school buildings and School Contracts.  The role requires you to have a full driving licence in order to visit with a vehicle available for work or the ability to join the available Authority car club (Co Wheels).

 

Experience of PFI contracts and or monitoring would be a distinct advantage but not essential where there are transferable skills.  The role will predominantly focus on monitoring the performance of the PFI providers in the City’s schools, monitoring the delivery of services through the PFI contract and supporting the end user in operating within a PFI school environment.

 

Along with PFI school management, the wider team provides support to school as a School Organisation and Asset service and leads on Pupil Place Planning, Capital programme, Security and business continuity.

 

The post will work alongside another School Organisation and Asset Support Officer and will focus on the Local Authorities 4 PFI school contracts.  Covering a portfolio of 10 Schools, 9 High Schools and 1 Primary.

 

Currently through a combination of office and site based and home working arrangements are in place, in line with Salford City Council guidance. You will have access to the Co-wheels car club (permanent staff only).

 

You will have the opportunity to be involved in reviewing the contracts and monitoring the meeting of the output specification and delivery for the end user the schools and trusts. The projects range in size and scope and we work with external team through a project company on the delivery of a growing estate to support the provision of high-quality facilities for our young people.

 

The successful candidate will demonstrate excellent communication skills and ability to manage and prioritise their own workload, can demonstrate the ability to be friendly but firm when auditing building relationships with our partners and stakeholders. With the overall objective of ensuring that the council receive the correct service from the PFI provider leading to a quality educational environment that supports the needs of the end user.

What we need from you:
  • Previous experience desirable but not essential as training will be provided.
  • You will be motivated to deliver services and you will be flexible in your outlook, prepared to work both inside and outdoors.
  • You will take personal responsibility to plan your own workload and resolve issues.
  • Have a friendly but firm approach to auditing and monitoring to ensure the city has value for the investment within the PFI and provide a good environment for the end user
  • You will have good attention to detail and good customer service skills.
  • Have experience of financial processing and monitoring
  • With the ability to give good direction and formulate written descriptions from direct observations on site. 
  • You must have a current driving licence and ideally your own transport.

Please be aware that this post is subject to a Disclosure and Barring Service (DBS) check and that you will be required to meet the cost of the DBS check – currently £38.00. The payment for this will be deducted from your first four months’ salary payments at a rate of £9.50 per month. If you do not commence employment for any reason but the DBS has been processed, you will be sent an invoice for the payment of £38.00.
